In order to achieve the target of eliminating viral hepatitis as a public health threat by 2030 and to prioritize the role of hepatitis B vaccination in reducing new hepatitis B virus infections, the Chinese Preventive Medicine Association commissioned experts to develop the 为了实现2030年消除病毒性肝炎公共卫生危害的目标，发挥乙型肝炎疫苗接种降低乙型肝炎病毒新发感染的作用，中华预防医学会组织专家制定了《成人乙型肝炎疫苗接种专家建议》。该建议旨在科学地指导成人乙型肝炎疫苗接种，提升人群免疫屏障、降低乙型肝炎病毒感染率和乙型肝炎发病率。.
